The National Organization of Black Law Enforcement Executives (NOBLE) has officially endorsed the CLARITY Act, becoming the first major law enforcement organization to publicly back the comprehensive crypto market structure legislation as it advances toward a potential Senate vote.
The CLARITY Act incorporates the Blockchain Regulatory Certainty Act (BRCA), which aims to establish clear regulatory guidelines for blockchain developers and service providers while preserving existing law enforcement authorities. In a letter addressed to Senate leaders, NOBLE emphasized that the bill includes "several provisions that would provide law enforcement with meaningful new capabilities" and reaffirmed that it leaves intact critical federal statutes used daily by investigators and prosecutors—such as those targeting money laundering and unlicensed money transmitting businesses.
NOBLE’s endorsement directly counters concerns raised by other law enforcement groups that the legislation might weaken criminal enforcement tools. The organization asserted that the bill supports responsible innovation in digital assets without compromising the government’s ability to combat financial crime.
Crypto policy expert Lindsay Fraser welcomed NOBLE’s stance, highlighting its conclusion that the CLARITY Act enhances enforcement capabilities while maintaining current legal frameworks. This support may help alleviate fears that the bill creates regulatory gaps—a frequent criticism in ongoing debates over cryptocurrency regulation.
Additionally, the BRCA component is seen as aligning federal law with existing guidance from the Financial Crimes Enforcement Network (FinCEN), offering greater regulatory clarity to developers and blockchain infrastructure providers.
